UNStudio Reveals River-Oriented Master Plan for Former Industrial Site in Cluj-Napoca, Romania

A former industrial site along the Someș River in Cluj-Napoca, Romania, is being transformed into a large-scale mixed-use district that reconnects the city with its waterfront. Designed by UNStudio in collaboration with Felixx Landscape Architects and Planners for developers IULIUS and Atterbury Europe, the RIVUS project combines urban regeneration, adaptive reuse, landscape design, and new public infrastructure within a single framework. Developed through a public participation process involving local residents, the proposal will transform the former Carbochim industrial platform into a river-oriented district organized around public space, mobility, and everyday urban activity.

For centuries, architecture has been defined by unmoving permanence. A building is assumed to be fixed, its walls and foundation immobile in space. A growing number of architects are now challenging this assumption by incorporating movement into the very fabric and tectonic structures of buildings.

When roofs hinge, walls slide, and entire structures respond to their occupants, something remarkable happens: the architectural spaces become an active component of daily rituals. These moments of opening, closing, shifting, and translating spaces ground buildings in the present moment and demand active engagement from users. The architecture becomes less of an object or a monument and more of a choreography of participation.

Public Space in Use: Región Austral and the Architecture of Everyday Life

Architecture is often evaluated through what gets built. But in many cases, what matters happens after: how spaces are used, adapted, and made part of everyday life. For Región Austral, winner of ArchDaily's 2025 Next Practices Awards, this is where design really begins. Working across many contexts, the practice approaches public space not as a single object, but as something that needs to be activated, negotiated, and sustained over time. Their projects focus less on defining form and more on creating the conditions for use, with design serving as the starting point.

This approach can be seen across different contexts, from the Olympic Neighborhood Square to the Playón de Chacarita network. While each project responds to a specific situation, both explore how public space can support collective life in areas marked by fragmentation and inequality. Instead of following a predefined approach, the work adapts to different urban conditions, using participation and incremental strategies to shape how spaces function over time.

Reimagining the Complete Neighborhood through Urban Renaturing

The ReGreeneration project, a Horizon Europe project led by Inetum and supported by C40 Cities, ARUP, Placemaking Europe, and several others, operates as an active collaboration with local governments, private companies, academia, and civil society organizations at the intersection of urban regeneration, green public spaces, and neighborhood-scale design. Elevated Infrastructure and Public Space: Reclaiming the Ground Below

Elevation is often framed as progress, lifting movement above the friction of the city and smoothing circulation into uninterrupted flow. Every act of lifting produces a secondary condition in its wake. Beneath flyovers, metro lines, and railway viaducts, a second ground emerges as shaded, ambiguous, and rarely planned with the same intent as what moves above. These spaces are not incidental leftovers. They are the spatial consequence of a design decision that privileges speed, clearance, and efficiency, redistributing value and visibility across the city in the process.

What lies below is not empty. It is structured, constrained, and defined by infrastructure, left without a clear role. Studies on elevated highways consistently describe these undercroft zones as residual spaces, formed when transport systems are conceived independently of the ground they pass through. An Arup report on spaces beneath viaducts notes how they often disrupt pedestrian continuity while remaining outside formal planning frameworks. Similarly, recent academic reviews of under-flyover environments highlight that these areas are rarely integrated into urban design strategies at all. The result is a peculiar condition: space that is physically present and structurally determined, but programmatically undefined.

What Lies Beneath: 10 Projects Reshaping the Ground Level

Architecture has long been drawn to the idea of lightness. From early modernist experiments that sought to preserve landscapes, elevating buildings has been understood as a way to preserve the ground while maintaining continuity across the terrain. Volumes are lifted on columns, infrastructures detach circulation from the surface, and entire programs are suspended above the ground.

This was formalised in the early twentieth century through Le Corbusier's concept of the pilotis, which proposed the liberation of the ground floor from enclosure. By raising buildings on columns, architects sought to maintain continuity with the terrain, allowing movement, vegetation, and collective use to unfold beneath constructed volumes. The building would occupy the air, while the ground would remain open, accessible, and shared.

No Solid Ground: Three Approaches to Building Below Sea Level in Rotterdam

Architects carefully calibrate their relationship to the earth, adjusting foundations to soil, groundwater, climate, risk, and culture. Driven timber piles, rammed-earth platforms, and poured concrete slabs are each a response to a specific set of ground conditions, and each shapes the architecture that rises from it. The way a building meets the earth determines its durability and its limits because foundations are among the most consequential design choices an architect makes.

The city of Rotterdam sits approximately one meter below sea level, an organizing condition that shapes daily life in the Netherlands' second-largest city and is a growing preoccupation amid unstable coastal conditions. The city occupies the delta of the Rhine and Maas rivers, a landscape that was never naturally dry but has been kept functional through centuries of hydraulic intervention. The water boards in this region are among the oldest democratic institutions in the world, created in the thirteenth century to manage shared water drainage and still operating today as elected bodies with technical capacity. As sea levels rise and rainfall across Northern Europe grows less predictable and more extreme, Rotterdam faces a significantly increased risk of coastal storm surges and urban flooding driven by overwhelmed drainage infrastructure.

At the edge of most cities, beyond the ring roads and interchanges, a different kind of architecture is taking shape. It is not designed to be seen, visited, or remembered. It does not gather people; it moves things. Inside, thousands of parcels travel continuously, being sorted, lifted, scanned, and dispatched with minimal interruption. These buildings rarely enter architectural discourse, yet they are among the most consequential spaces of our time. The defining typology of the 21st century is increasingly the warehouse.

The scale of this transformation is difficult to grasp because it unfolds horizontally, across territories rather than skylines. Global warehouse space now exceeds tens of billions of square feet, expanding rapidly alongside the rise of e-commerce. During the COVID-19 pandemic, demand for logistics infrastructure accelerated by several years, compressing future growth into an already strained present. In India, the warehousing sector continues to grow at double-digit rates, reshaping peri-urban land into storage and distribution corridors. Logistics is no longer a background system; it is a territorial condition.

In Iran's capital, Tehran, movement defines the city. Each day, millions navigate a landscape shaped by highways, traffic corridors, and dense urban blocks. Over decades of rapid expansion, infrastructure has become the dominant language of development. Streets prioritize vehicles, sidewalks function as narrow conduits, and many public spaces operate primarily as passages rather than places of gathering. Across parts of West Asia, ongoing conflict has also reshaped the region's urban landscapes, where significant architectural environments have been damaged or transformed. Within this broader context, the preservation and creation of everyday civic space becomes increasingly meaningful. Recognized with the Aga Khan Award for Architecture, the Jahad Metro Plaza project, designed by KA Architecture Studio, demonstrates how modest infrastructural interventions can reshape the civic life of a city.

The metro network plays a central role in Tehran's daily life. It connects distant districts and sustains the rhythms of the metropolis. Yet the places where the underground city meets the surface are rarely conceived as civic environments. Metro entrances typically appear as fragments of infrastructure: stairs descending below ground, surrounded by railings, kiosks, and improvised circulation paths. They function efficiently as thresholds, but seldom as places to remain.

Making Infrastructure Visible: When Systems Become Architecture

For centuries, large-scale infrastructure operated in the background. Ports, power plants, and energy facilities were positioned at the edges of cities, designed primarily for efficiency, and rarely considered part of civic life. Their function was indispensable, yet their architectural presence remained secondary. These structures supported urban growth and global exchange while maintaining a spatial distance from everyday urban experience.

Today, this condition is gradually shifting. As global trade intensifies and energy systems expand in complexity, the buildings that coordinate and house these networks are becoming more visible within the urban landscape. Rather than remaining neutral containers for technical operations, they begin to assert spatial identity. Infrastructure is no longer only operational; it is increasingly institutional, symbolic, and urban. The architecture that supports these systems now participates in how cities project themselves.

Renzo Piano Building Workshop and Brunet Saunier & Associés Secure Permit for Urban Forest Hospital in Greater Paris

On February 20, Renzo Piano Building Workshop announced that the building permit for the Hôpital Universitaire Saint-Ouen Grand Paris Nord (HUSOGPN) has been officially granted. The project is a state initiative responding to rapid population growth, increasing demand for care, and evolving technical standards with a "next-generation" hospital in Saint-Ouen-sur-Seine, a commune in the northern suburbs of the French capital. The hospital will be located on the site of the former PSA factory, once an industrial engine of the region and now large and well-connected enough to host a program of rare scale: 986 beds and 288 day places, a workforce of over 5,500 professionals, and facilities equipped with contemporary technology for areas such as surgery and maternity. Envisioned as a "hospital-landscape," the building designed by RPBW in association with Brunet Saunier & Associés stands out for featuring a 1.3-hectare roof garden and an urban forest with over 1,000 trees.
