2020 Inequality Map Launched by Rede Nossa São Paulo

On October 29, the 2020 Inequality Map was launched virtually. Produced by Rede Nossa São Paulo and the Cidades Sustentáveis program, the study maps indicators such as mobility, human rights, education, and health across the city's 96 districts.

Although the mapping was conducted using pre-pandemic data, the goal is for the information to guide the development of public policies to mitigate inequality indicators, which have been exacerbated by the COVID-19 pandemic.

“The Map shows how inequalities are multidimensional. And when there is an extra layer of difficulty, like the pandemic, different areas experience it in different ways,” explains Carolina Guimarães, coordinator of Rede Nossa São Paulo. “What we saw during the pandemic, and what we see in the Map, is that quality of life varies depending on the zip code where one lives. The deaths caused by COVID-19 have a color and an address.”

Indicators such as Average Age of Death, for example, demonstrate the impact of accumulated public policy deficiencies in a territory. “It is important to discuss this during the pandemic because the world is changing, and regardless of the nature of the crisis—whether health, economic, or environmental—we know who is vulnerable and who policies need to target,” Guimarães adds. 

Participation of the City's Mayoral Candidates

With the municipal elections approaching, and the first round scheduled for November 13, the event invited mayoral candidates to comment on the indicators. Bruno Covas (PSDB), Guilherme Boulos (PSOL), Jilmar Tatto (PT), and Márcio França (PSB) will attend. 

“A change in quality of life is highly possible at the municipal level, whether when thinking about mobility, urban planning, health, or employment. Rede Nossa São Paulo advocates that in an unequal city, candidates must look primarily at the outskirts and peripheries,” Guimarães concludes. 

In 2021, the revision of the São Paulo Master Plan will take place, a strategic tool for more democratic urban planning. The expectation is that the Inequality Map can provide data to support and impact constructive discussions in this reformulation. 

What Is the Inequality Map?

Since 2012, the map has used open data provided by the city government and through the LAI (Access to Information Law) to measure local access to rights such as education, health, and safety.

The data reveals the reality of the districts in São Paulo through the “desigualtômetro” (inequalitometer), which highlights the gap between the best and worst results for each indicator. By filling a gap in the dissemination of information and expanding knowledge about the city's territories, the Map can contribute to the creation of public policies aimed at reducing inequalities.
