The Competition for Urban Space Intervention was created to establish a tradition of developing innovative ideas on contemporary themes through temporary installations in Tuxtla Gutiérrez, Mexico. Organized by the Festival Provincia, the event will take place in April 2018, offering locals, national visitors, and international tourists new experiences to reflect on their environment.
The competition centers on a temporary, recyclable, demountable, transportable, and reusable pavilion. A playful space designed to host a variety of events, this multi-use pavilion will serve as an exhibition space, information kiosk, point of sale, and/or a forum for dialogue in any public space.
Legal Framework
This single-stage, open, and anonymous competition features a jury and will be governed by the regulations set forth in the administrative and technical guidelines.
By registering, contestants agree to accept, fully and without appeal, all regulatory, technical, and procedural provisions established in the Administrative and Technical Guidelines of this competition.
Competition Organization
The Urban Intervention Competition is organized by the Festival's Organizing Committee. The committee is responsible for managing technical and administrative information before and after the competition, addressing participant inquiries and providing the corresponding answers in accordance with these guidelines, drafting the minutes of the Jury's plenary meetings and the awards ceremony, and ensuring the smooth execution of the competition.

Objectives
To call for proposals for the design of a temporary pavilion that, through social, environmental, and creative responsibility, facilitates dialogue and creates an ideal environment for sharing ideas, feedback, concerns, or any issue that fosters active social participation based on the established theme.
The pavilion will be one of the activities featured in Provincia: Festival de Arquitectura y Ciudad. It must be more than just a playful element; it should generate dynamic interaction within the daily rhythm of the city, avoiding formalist language with cliché representations of Chiapas or Mexican culture.
The designed module must have a moderate scale so as not to be seen as an intrusion, but rather as integrated into the public space. The footprint must range between 12 and 18 square meters.
Participants
The competition is open to students and professionals in architecture, design, urban planning, sociology, or any related field in the humanities and social sciences. Participation can be individual or in teams of up to five people. Teams may be multidisciplinary, provided they are supported by an architect.
Professional registration or academic affiliation is not required to participate. Each participant or team may submit only one proposal. No individual may be a member of more than one team.

Information and Inquiries
The Q&A period will run for 8 calendar days (from January 22 to January 29, at any time). Participants may submit written inquiries to info@festivalprovincia.com, which is also the address used for system registration.
Answers will be published on Friday, February 2. An anonymous compilation of all inquiries and clarifications will be posted on the competition website and will be accessible to all participants.
The Q&A list, along with the complete guidelines, will be provided to the jury. Decisions resulting from these inquiries will be binding for all parties, as they form an integral part of the competition's terms and conditions. The list of questions will be published on the Festival's website on the date specified in the schedule.
Anonymity
Submissions must be presented under the code assigned during registration. This code must be placed in the upper-right corner of the presentation board, and the file must be named using only this code. Proposals submitted after the deadline or that violate anonymity requirements will be automatically disqualified.
Submission Requirements
A digital image containing the entire proposal, which must include all necessary elements to describe and understand the project. The image must feature:
The image must be in a horizontal rectangular format, 60 cm (high) x 120 cm (wide) at 100 dpi, in JPG format, and no larger than 5 MB for system upload. The file name must match the user code assigned during registration. No other formats or delivery methods will be accepted; only projects uploaded through the system within the established deadlines will be evaluated.

Honorable Mentions
The Jury may award honorable mentions to as many projects as they deem worthy. These projects will also be published and receive an official certificate.
*The winning team must oversee the development of the project, providing the Festival organizers with the technical construction documents for the Urban Pavilion and supervising its construction through channels to be agreed upon with the Provincia Organizing Committee after the announcement of the winner.
Publication
Upon completion of the competition, the top 10 proposals evaluated by the jury (including honorable mentions, if any) and the winners will be featured in a public online exhibition. This exhibition will display the contestants' work alongside their names. The digital location and launch date of the exhibition will be announced online 30 days after the results are published. It is expressly agreed that the proposals may be reproduced for dissemination by the competition organizers, or for any other purpose related to promoting the event.
Contestants who do not win may choose not to authorize the exhibition of their proposals, which must be explicitly stated.
Intellectual Property Rights
Contestants will retain the intellectual property rights of their submitted work but will grant the competition organizers the rights to exhibit, reproduce, publish, and other rights corresponding to the purpose of the competition. The organizers are required to credit the authors in every publication, exhibition, or activity featuring the proposal. Likewise, the authors agree to reference the organizing bodies of the competition in any subsequent publication featuring their proposal.
Submitted works may not be used for project development by architects, engineers, or technicians other than the respective authors.
The submitted works may only be developed within the framework of Provincia, Festival de Arquitectura y Ciudad. In any case, non-winning contestants who have requested to remain anonymous will remain so.
Jury and Awards
An experienced jury will be formed with an evaluation methodology that ensures the competition's objectives are met, guaranteeing transparency and quality. The selection will aim for diverse perspectives among its members, as well as deep knowledge and experience in the competition's theme.
An official record will be drafted containing the reasoned verdict that justifies the selection of the winning projects, where each member will separately state the reasons for their vote. To this end, the Jury will outline the reasons why the winning proposal deserves the award, provide a comparison with the second and third-place entries, and justify the selection of any honorable mentions granted.
The jury may select a winning proposal that, despite not strictly complying with all the guidelines, presents a solution deemed superior. The documents or comments generated during the jury's plenary session may be published across Provincia's various channels.

Judging Procedure
The jury will have one week to review and analyze the submitted proposals. All jury members will receive the images of the submitted boards identified only by their anonymity code, with no possibility of knowing the participants' identities.
Prior to evaluation, the admissibility of the proposals will be formally approved. The Jury will agree on a selection procedure appropriate to the quantity and quality of the submissions. In the event of a tie, a new discussion will take place. The results of the competition will be published on Provincia's website, ArchDaily, and other media outlets on the date specified in the schedule.
All minutes and documents resulting from the judging process are the property of Provincia. The jury must select a winner and under no circumstances may declare the competition void. The graphic documents explaining the winning and mentioned proposals, along with the names of all contestants who did not request anonymity, will be shared through the festival's various communication channels.
