The ECOM Rosario (Metropolitan Coordination Agency) is a voluntary association of municipalities and communes, an institutional space for the planning, coordination, and promotion of public policies with regional impact, organized on the basis of a strategic partnership among 26 localities. It is essentially an organ for driving the formulation, development, and execution of projects at a metropolitan scale, established with the goal of supporting balanced and integrated territorial development in the Metropolitan Area of Rosario (AMR), Argentina.
The Metropolitan Area of Rosario (AMR) is a dynamic and heterogeneous territory located in southern Santa Fe, made up of localities linked by geographical proximity that share historical development processes and common issues. The work channeled through ECOM defines, in principle, an area composed of 29 localities—26 of which are institutionally integrated—encompassed within the three most frequently used boundaries (Greater Rosario Agglomeration, Metropolitan Extension, and Rosario Region).
The actions undertaken by ECOMR aim to foster synergies and improve technical and material resources, encouraging organic, balanced, effective, and efficient metropolitan coordination. This approach strengthens the region as a whole by analyzing the complementarities between localities and their diverse territorial stakeholders.
