
The history of what is known as internal governance and the role played by territorial entities in the country's organization is the subject of the recent book El país de los pueblos invisibles, published by Ediciones UC and written by José Ramón Ugarte, former vice president of the Association of Architecture Offices (AOA).
In El país de los pueblos invisibles, the author demonstrates how legislators, both past and present, have approached territorial organization superficially. They have added supposed solutions without ever scrutinizing the fragile foundations that make up what we call "internal governance"—a discussion that, despite its critical importance, has been absent from the current constitutional process.
